    About CPWD

    The Central Public Works Department (CPWD) is the Indian Government authority which is in charge of public sectors works. The CPWD is controlled by Ministry of Urban development which is now Ministry of Housing and Urban affairs. The CPWD deals with the construction of Buildings and Roads, bridges, and flyovers and different types of structure like stadiums, auditoriums etc. The CPWD came into existence in July 1854, when Lord Dalhousie established a central agency for execution of public works and set up Ajmer Provincial Division. It is headed by the Director General (DG) which also works as the Principal Technical Advisor to the Government of India. Now, a new post has been created to head the major prestigious projects of CPWD. The CPWD consists of three wings in the execution field:
    1) B&R (Building and Road
    2) E&M (Electrical and Mechanical)
    3) Horticulture

    MAJOR FUNCTIONS OF CPWD

    The CPWD consists of following functions:
    • Construction of a residential or non-residential structure.
    • Construction works for Central Armed Police Forces.
    • To get done Horticulture works like Plantation, grassing, nursery works etc.
    • To get work done like water supply, drainage and sewerage works.
    • To provide consultancy services in planning, designing and construction of civil engineering projects.

    Eligibility Criteria for Enlistment in CPWD

    To enroll as a contractor in a CPWD, the status of an applicant must be one of the following:

    1. An Individual, who is a citizen of India.
    2. Public Limited Company
    3. Private Limited Company
    4. Sole proprietorship
    5. Partnership firm
    6. Limited Liability Partnership
    • A contractor is not eligible to have enlistment in more than one name of the category.
    • A contractor is eligible to enlist in more than one category but not in more than one class of the same category.
    • No engineer or any other official employed in engineering or administrative duties in any engineering department of India/State/ Central Government and State PSU’s is allowed to work in CPWD either as a contractor or as an employee of the contractor for a period of 1 year after he retires from his services unless he has obtained the prior permission of his employer government to do so.
    • A partner or the director of the company enlisted already as a contractor cannot be enlisted as a partner or the director in any other firm/company in that category of CPWD.

    • Engineers and architects– Engineers in any field, Civil or Mechanical stream, and Architect possessing a degree/ diploma duly recognized by AICTE/ Central govt. or from universities established as per the UGC Act but not having income of more than 4 lakh per year(income certificate to be obtained from the authorized State Government authority). Diploma holders shall be eligible for enlistment in Class V and degree holders shall be eligible for enlistment in Class IV.
    • Agriculturist and Horticulturist– The person who has a degree in BSc Agriculture or Horticulture duly recognized either by AICTE/ Central Govt. or from universities established as per UGC Act but not having income more than 4 lakh per year (income certificate to be obtained from the authorized State Government Authority).
    For enlistment as a contractor in a CPWD, the applicant shall apply on the portal named “<strong>Contractor Enlistment Management System</strong>” (CEMS) available on the CPWD website. Once the applicant has finished filling out, only one time he can change the filled data. The applicant can make online corrections in the CEMS portal if he has spelling mistakes or selection mistakes like the head of the application, name of address, or in any Annexures. No change will be allowed in the work, class, or category of the applicant. In the CEMS portal, the applicant has been provided the option of withdrawing his application at any time. In this case, the fees of the applicant will be non-refundable. Otherwise, the applicant has to fill out the new application with the new enlistment fees.
    Important points to be remembered:
    • If the application is received without the enlistment fee or any incomplete Annexure or without signature, then the application will be rejected.
    • The enlisting authority has the full right to check the details of the applicant.
    • If the enlisting authority finds the applicant eligible for enlistment, then it will issue the enlistment order through the CEMS portal only. But if it finds any type of error, it will send the rejection letter to the applicant through the CEMS portal only.
    • While applying for enlistment, the applicant should mention the address of his registered office as well as the head and branch office, if it is different from the registered office. All documents including the Bankers’ Certificate should bear one of the above-mentioned addresses; otherwise, these documents shall not be accepted.
    • For any clarification or interpretation of any of the provisions of these Rules, the matter will be referred to the Director General, CPWD along with the comments of the enlisting authority concerned.
    • The Director General, CPWD have the authority to make necessary amendments to these Enlistment Rules.

    For Class I (Super), I (AAA), I (AA), I (A), I, II, III, and IV (refer  CPWD circular dated 19.10.2023) whatever category is mentioned, the following two documents are mandatory:

    1. Either Net worth Certificate or Banker’s Certificate
    2. Average Annual Turnover Certificate on works during the last five financial years maintained by a Chartered Accountant.

    For Class V whatever category is mentioned, any one of the following documents is mandatory:

    1. Net worth Certificate
    2. Banker’s Certificate
    3. Average Annual Turnover Certificate

    Criteria for Estimating the Calculations

    The enlistment will be done based on evaluating the performance of the applicant on the completed works listed in Annexure-III. The criteria for evaluation are given in Annexure VII. The eligibility criteria for enlistment shall be a minimum of 60% marks in each parameter (work experience, contract performance, time overrun, quality of works) and a minimum70% marks for each work separately (refer annexure dated 01.01.2024)

    Special Performance report received from ADG/SDG rank officer of any Central/State Government Department or Executive Director/Senior Executive Director/ Director/Member of Board of Public Sector Undertaking or Central/State Government Institution or Autonomous body shall be considered by the advisory committee for the enlistment of application. Designated officers shall mention in their report whether the enlistment is recommended or not. Applicants, who are recommended for non-enlistment in special performance reports, will not be enlisted.

      Enlistment Procedure in CPWD

      Tendering Limit

      The enlisted contractors shall be eligible to bid for specified category works where the estimated cost put to tender is not more than their tendering limit, without pre-qualification or eligibility bid, but subject to bidding capacity, unless otherwise specified in the bid document.

      Frequently Asked Questions (FAQs)

      a. “building” means a residential or non-residential structure consisting of foundation, walls, floors, roofs, and finishing, civil and electrical services, executed under a single contract.
      a. “building work” means any of following – (i) construction of a residential or non-residential structure (consisting of foundation, walls, floors, roofs, finishing, civil and electrical services, complete), (ii) Construction of balance work of a residential or non-residential structure in case of incomplete contract like foreclosed/rescinded contract, (iii) addition of additional floors, (iv) construction of boundary wall, (v) repair, maintenance, additions, alterations, renovations, up-gradations, (vi) SITC electrical/E&M services and installations like roof top solar plants, oxygen plants etc., (vii) Construction of underground sump, (viii) Construction of parking, (ix) Construction of sewage treatment plant, (x) Construction of water treatment plants, (xi) Construction of effluent treatment plant, (xii) Construction of overhead tank, (xiii) water supply works, (xiv) sewerage works, (xv) drainage works. Any one of the above work or combination of above works shall be deemed as building work. but excluding – (i) standalone works of supply of materials, (ii) any works involving labour component only like housekeeping, sweeping, care taking, watch & ward, operation and maintenance of electrical and mechanical services through original equipment manufacturers.
      There are two categories in CPWD
      i. B&R (Buildings & Roads) and
      ii. Horticulture
      “class” means class of enlistment, in each category, under these rules
      “contractor” means an individual, partnership firm, limited liability partnership or company executing or intending to execute the work under a contract.
      “tendering limit” means the upper limit determined by the estimated cost put to tender of a work of specified category, up to which an enlisted contractor can tender.

      No, The contractors enlisted in a particular category are not allowed to participate in tenders of other categories
      a. Furniture is purchased as readymade item either from the market or through GeM, fresh enlistment or revalidation of the contractors in Furniture category was discontinued.
      b. However existing contractors in Furniture category was merged with Building category with one class below. For example, Furniture Class I contractors were converted into Building Class II contractors, Furniture Class II contractors were converted into Building Class III contractors, etc.
      c. The validity of enlistment of valid Furniture category CPWD contractors on 17.08.2020 merged with Building category vide OM No. DG/SE/CM/Enlist. Rules/52 dated 17.08.2020 is further extended up to 31.08.2025 by which time they should gather required work experience in B & R category.
      TOR means actual time of completion divided by the time of completion of the work stipulated in the agreement plus extended time period without levy of compensation
      Enlistment can be considered in any class in Buildings & Roads category or Horticulturist, enlistment can be considered in any class in Buildings & Roads category or Horticulture without work experience but with prescribed financial soundness, subject his holding a valid PPO
