    What is Passport?

    A passport is an official document which ensures smooth immigration into another country. It also doubles up as an authentic official document, helping us to avail various government and private services as it acts as an address and identity proof.

    While the passport application process is an exhaustive one, the Ministry of External Affairs (MEA) has made arrangement for quick dispensation of passports under the ‘Tatkaal scheme’. Known as Tatkaal passports, applicants needing to travel abroad urgently can apply for and receive their passport within a few days.

    If you were age 16 or older when your passport was issued, your passport is valid for 10 years. If you were under 16 when your passport was issued, your passport is valid for 5 years.     Tatkaal Scheme Eligibility

    The jurisdictional passport office has the final say for issuance of passports under this scheme. This would depend on the urgency coupled with other compelling factors of the applicant. Applicants falling in the category below cannot apply/reapply for a passport under the Tatkaal scheme.

    •   Citizens born to Indian parents outside India (Indian descent)

    •   Indian citizens who’ve been granted citizenship status on the basis of naturalization/registration
    •   Applicants who’ve been deported to India from other countries
    •   Applicants who’ve been repatriated from a different country at government’s cost
    •   Name change – major
    •   Residents of Jammu & Kashmir and Nagaland

    •   Naga origin citizens residing outside Nagaland
    •   Children adopted by Indian and foreign parents
    •   Minor children with single parent
    •   Minors residing in Nagaland
    •   Short passport validity renewal applicants

    Applicants less than 18 years of age are considered as minor for issuance of passport.
    Endorsement of child's name in parent's passports is not allowed anymore. As per the amended instructions , a minor should have a separate passport.
    Both the parents should sign Annexure ‘D’ in fresh or reissue cases. Both parents shall be present at the PSK while applying for passport for their minor children or one parent with passports of both the parents may be present. In case either parent is resident abroad, the consent of that parent in Annexure ‘D’ duly attested by the Indian Mission/Post abroad should be submitted. The parent who is submitting the application in India will sign the application form and will attach Annexure ‘D’ duly attested by the Indian Mission/ Post abroad. If Annexure ‘D’ is not signed by both the parents, a single parent must submit a declaration in the form in Annexure-'C' stating the reasons except in cases where the single parent has got full custody of the child without visitation rights for the spouse.
    Children between the ages of 15 and 18 have the option to apply for a minor passport valid until he/she attains 18 years of age or full validity passport on ‘pre-PV’ basis. If the previous passport had been issued from India, then clearance may be obtained from the previous PIA.
    The validity of a minor's passport is restricted to five years or till they attain the age of 18, whichever is earlier. But the minors aged between 15 to 18 years can apply either for a 10-year validity passport or for a passport which is valid till they attain the age of 18 years. Different fees are applicable depending upon which category they are applying for.
    The Regional Passport office (RPO) has embarked on a special pendency clearance drive. Please wait for four weeks. If you still do not receive your passport, please visit the Passport Office (PO).
    Passport is a very valuable document. Thus, in order to ensure that it does not go in wrong hands, police verification is required for issuance of passport.
    There are 2 modes of police verification:
    1. Police Verification is required on a Post-Passport Issuance basis.
    2. Police Verification is required on Pre-Passport Issuance basis.
    Depending on whether an application is for issue of fresh passport or re-issue of passport, Passport Office (PO) shall decide whether Police Verification is required for issuance of Passport to you. In most cases, of issue of fresh passport, pre-police verification would be required, exception being Government servants on submission of 'Identity Certificate' as per Annexure 'A'.
    If your age is below 18 years, you must submit any two document from List of Acceptable Documents . The general rules, regulations and procedures pertaining to issue of passports as stipulated in Passports Act and Passports Rule would apply.
    The passport office takes the final call on passport issuance under the tatkaal scheme. However, there is a list of applicants who are not allowed to apply for passport under this scheme. This list can be found in the instruction booklet, which can be downloaded from the website.
    If your passport booklet is damaged but it remains recognizable (name is legible, passport number is readable, photograph on passport is intact) then you can apply for tatkaal passport reissuance. However, if your passport is damaged to an extent that it not recognizable, then you cannot apply for passport under the Tatkaal scheme.
    No, if you are from Nagaland, you will not be able to apply for a tatkaal passport. This is also applicable to Naga citizens living in other states.
